Four Oregon State University Students Among 1,550 Recipients of U.S. Department of State Benjamin A. Gilman International Scholarship

December 12, 2025 — Oregon State University has been recognized by the U.S. Department of State for producing four recipients of the Gilman Scholarship this Fall 2025 cycle.  

The U.S. Department of State has awarded the Benjamin A. Gilman International Scholarship to 1,550 American undergraduate students from all 50 states, the District of Columbia, Puerto Rico, and the Northern Mariana Islands in fall 2025 to study abroad in over 90 countries in 2026. Gilman Scholars are U.S. undergraduate students with high financial need as federal Pell Grant recipients. The Gilman Program received a record high of 7,700 applications for the fall application cycle.

OSU’s fall 2025 Gilman scholars are participating in diverse study abroad programs including exchanges and international internships  across three nations: Germany, New Zealand, and the United Kingdom. Two Gilman Scholars hail from OSU’s Ecampus, while two are from OSU’s Corvallis campus. Scholars represent the colleges of Forestry, Engineering, and Liberal Arts.These students were awarded scholarships representing a combined total of $17,500 for summer 2026, fall 2026, and academic year 2026-2027 programs. One recipient has received Gilman’s German Academic Exchange Service (DAAD) award, and one has received the STEM Supplemental award for taking coursework in STEM disciplines while abroad.

Joseph Bailon: Anthropology, College of Liberal Arts. 

Program: Planning and Public Policy in New Zealand

 

Julia Baker: Natural Resources, College of Forestry. 

Program: Bangor University Exchange, United Kingdom.

 

Kyree Blanford: Computer Science, College of Engineering. 

Program: University of Sheffield Study Abroad, United Kingdom

 

Keira Carstensen: Mechanical Engineering, College of Engineering. 

Program: ATLANTIS, Germany


This group of Gilman Scholars from Oregon State University will represent the United States overseas and will return to communities across the United States with the global networks and foreign language skills needed to support U.S. economic and national security interests.

Established by the U.S. Congress, the Gilman Scholarship is an initiative of the U.S. Department of State’s Bureau of Educational and Cultural Affairs and is aided in its implementation by the Institute of International Education.  The next application cycle will be launched in January 2026.  To learn more about the Gilman Scholarship, visit gilmanscholarship.org.
